Quick question: Is there any legal way to create a swarm of something? Kobolds, for example.

No.

3.5 had "mob" rules, which were like swarms for larger creatures. I think it was in the Dungeon Master's Guide II.

I don't know of anything Pathfinder-specific.

Note that this is from Green Ronin's Advanced Bestiary, which is generally considered one of the best 3.5 products, but is not Paizo.
