Multiple attacks are always full round actions?

Hello all!

The PHB under "Standard Actions - Attack" states that "A character who can make more than one attack per round must use the full-attack action (see Full-Round Actions) in order to get more than one attack."

Why is there explicit reference to characters in this sentence? Do monsters get more attacks per standard action (e.g. if having many natural attacks)?

Monster must also use a full-round action in order to get more than a single attack.

It says "character" because that's a catch-all term for both "player characters" and "non-player characters" such as monsters.

Monsters normally only get 1 attack, like characters, with a standard action... if they want to bite and claw with 5 different natural attacks or 2 slams they have to use a full round action.

But, of course there are exceptions. Like creatures with 'Rake,' who get extra attacks, as free actions, under certain circumstances.
