Small races and carrying capacity?

Rules Questions

Under exploration and movement in the players handbook you can find this:

Bigger and Smaller Creatures: The figures on Table: Carrying Capacity are for Medium bipedal creatures. A larger bipedal creature can carry more weight depending on its size category, as follows: Large ×2, Huge ×4, Gargantuan ×8, Colossal ×16. A smaller creature can carry less weight depending on its size category, as follows: Small ×3/4, Tiny ×1/2, Diminutive ×1/4, Fine ×1/8.

All small races get -2 on STR as far as i know.

So lets say i have a halfling with STR 8, what means -1 modifier and a light load of 26lbs or less on the supposedly medium table.
Now if i multiply 26 with 3/4 its about 17.3lbs.

That makes i nearly impossible to wear most of the equpiment and weapons somehow without being encumbered.
Isn´t this like a double penalty, having -2 on STR and then still get *3/4 on load capacity?

A lot of the equipment for small creatures only weights 1/2 of what is for medium creatures so if you have 3/4 the capacity, but the equipment is only 1/2 then you should still come out on top.

Small creatures actually have an easier time of encumbrance. Weapons and armour only weigh half as much, and most other items that can be sized (clothing, backpacks, food) weight only a quarter of what they do for medium creatures.

Where is that "quarter" rule at?

I know, it's an easy one to miss.

Table Goods and Services

Very very bottom notes.

1 These items weigh one-quarter this amount when made for Small characters. Containers for Small characters also carry one-quarter the normal amount.

This would include things like Backpack, Bedroll, Disguise Kit, All cloths outfits, trail rations and water.

Thats good, i knew about armor and weapons, but i didnt know about the other. Really hard to find^^

Still, when i want to carry 10 flasks of alchemist fire or holy water, im in trouble. Only some extradimensional space can save me there.
But does a handy haversack also carry only one quarter the amount of the normal for example?

That's a good rule to know. I'll have to make sure that the halfling in my group is doing that right.
