Kicking jade Regent off tonight, starting things with an intro scenario that involves goblins attacking the caravan the PCs are with. I'm going to make it a little bit different than a straight fight in the hopes that it will help build teamwork and unity. So, it will involve some chasing down and killing goblins, some putting out fires from goblin fireworks hitting the caravan (stolen from CC - town hall event) and some calming panicking horses before they take off/kick the wagon to pieces.
My problem is, I can't settle on a DC for calming the animals. I'm assuming I'll use Handle Animal, but the skill description isn't helping me out any.
I'll also probably have the drivers helping and either aiding the PCs the vise versa.
Any thoughts...would 20 be too high at this level?

20's kind of high in my opinion.
I'd hazard the "Handle an animal" line with a base DC of 10. It's getting to animal to do a trick it knows and pulling a wagon falls under the Work trick. To make it harder, the description says +2 if it receives any damage, lethal or non. If the goblins are firing off fireworks, waving around a lit torch, or just running around being goblins for that matter I'd judge an additional +2 to the DC. Maybe even a +4 if there's a goblin right there under its nose, although a goblin probably wouldn't put itself into a risky "it's going to stomp on me!" position.
Since it'll probably be during combat, there won't be the opportunity to Take 10.

I don't see it. The only DC 20s are for training an animal, and those don't apply. There's a DC 25 check with a full-round action to "push" an animal, but we're not setting a DC to get the horses to fight, just to get them to behave as they're already trained, which makes Zaranorth's idea more appropriate.

I think the starter for Legacy of Fire had Panicked Animals in the opening scene? Could compare DC's there.

Sorry, it's Ride DC 20...
Control Mount in Battle: As a move action, you can attempt
to control a light horse, pony, heavy horse, or other mount
not trained for combat riding while in battle. If you fail the
Ride check, you can do nothing else in that round. You do
not need to roll for horses or ponies trained for combat.
