He never said BAB has anything to do with dex. His problem is that when you calculate an imps CMB, it should be +4, but the book says an imps CMB is +1. So the Bestiary is wrong. Every other creature already has their strength or dexterity modifier added into their CMB listing, but it seems that the imps Dex modifier was accidentally left out.
CMB = Base attack bonus + Strength modifier + special size modifier
An imp has a BAB of +3, Str 10, Dex 17, and is tiny (-2 CMB). As a tiny creature, an imp uses is dex instead of his str when calculating his CMB should be: 3+3-2= +4. But thats not what is listed in the book.
Edit: Actually, what seems to have happened is that the developers forgot that tiny creatures use their dexterity instead of their strength. The quasit has the same problem. The numbers listed in the book seem to agree with this.
Edit2: Though the tiny animals have it calculated right, as does the pseudodragon and stirge. Homunculus is wrong though. Fine and Diminutive creatures are also correct. It is just the imp, quasit, and homunculus that have this wrong.

On a related note, swarms have their ACs calculated on the basis of the individual member's sizes rather than the size of the swarm as a whole.
This doesn't seem correct either as, for example, when you are throwing alchemist's fire at a swarm you are aiming for the whole thing, not the individuals.
Should that be corrected too?
