Read magic and scroll use

Question concerning scroll use. A Rogue 2/ Fighter 1 may gain a rogue talent, but he is concerned about how to read scrolls. We aren't familiar with how scrolls work, but it's apparently not just use of read magic. For instance, if the rogue picks a talent that lets him obtain read magic, he can't just use this read magic ability and read any scroll, correct? Certain requirements must be met. One looks to be that the spell on the scroll must be in his "class list." I'm not sure what this means. It would seem to mean that a rogue would never be able to use a scroll since they don't have spells, correct?

You can use read magic to read a scroll. Reading a scroll does not activate its spell. One has to be specially trained for that.

One either needs the spell on their spell list (which you are correct, does not happen as a rogue) or ranks in the 'Use Magic Device' skill. The correct rolls for activating a scroll can be found under the description for this skill specifically.

Use magic device is a class skill for rogues.

Read magic tells the caster what spell is recorded on the scroll and prepares him to use it (see "Deciphering the Writing" on page 490) so it's still useful if he wants to try this. As Weables said, if the rogue can't cast other spells, he has to employ Use Magic Device to activate the scroll.
