ok, so I had a quick qustion. Many of the magic items/rods/staves/etc.. all have a CL-#lvl assosciated with it. Does the person using the item have to be at least that high of lvl to use it? or make it? or what. And since it says caster level can another char use that magic item? such as a rogue/fighter.. who aren't casters.

You don't have to worry about caster level unless it is in the requirements section.
As to who is restricted from using magic items, that depends on the items.
Generally speaking(exceptions will apply) anyone can use potions, rings, rods, and wondrous items.
Scrolls, wands, and staffs are reserved for specific casters depending on which spells they cast.
Magic armor and weapons basically have the same restriction as normal versions.

ok cool, so let me ask you I am trying to decide if I should buy a metamagic, selective rod for my witch for things like black tentacles, sticking cloud, etc.. could she use it? because I do see it says you need the selective spell feat and craft Rod.. but I just want to craft it just buy it lol. She is level 12 btw.

She could use it but the selective spell feat only works on spells that are instantaneous such as fireball. Spells that stick around such as black tentacles or stinking cloud will still affect your buddies.
Selective Spell: As written, this allows you to selectively ignore spells like black tentacles and antimagic field. Is that the intent of the feat?
No, it only affects instantaneous-duration spells. The APG errata will clarify this. (SKR 10/08/10)—Sean K Reynolds, 10/08/10
