It seems like a robe of eyes that adds on monks robe, is better than a monks robe that adds on robe of eyes. Cost wise anyway. Is this true?

First, ask your GM. The table for estimating prices of items is a guideline for the referee. It doesn't establish a rule either that a non-standard item exists, or how much it costs.

Second, they cost exactly the same. You add 50% of the cost of the cheaper function when combining effects. Apart from cost, I don't see that their abilities interact with each other, so it doesn't matter which effect is first on the item.
