This is my question.
Can a Lych with Disguise Hat turn into Vampire?
They are the same race - Undead
But the Vampire is like a human, the Disguise hat says that the creature can turn into another creature of the same tipe...
Then... Lych - Vampire is correct?

The final objective is that the Lych with de Disguise Hat, turn's into a Vampire that is like a human.
A lot of Vampires are like to human and they are undead as well.

If you mean hat of disguise, I would say no as said hat functions like a disguise self spell which does not change creature type.

Description
This apparently normal hat allows its wearer to alter her
appearance as with a disguise self spell. As part of the disguise, the
hat can be changed to appear as a comb, ribbon, headband, cap,

chosen form, nor does it alter the perceived tactile (touch) or audible
(sound) properties of you or your equipment. If you use this spell
to create a disguise, you get a +10 bonus on the Disguise check. A
creature that interacts with the glamer gets a Will save to recognize
it as an illusion.

Vampire "CE Medium undead (augmented humanoid)"
Lich "NE Medium undead (augmented humanoid)"
Drow (Cos they don't have Human) "CE Medium humanoid (elf)"
So a "Disguise self" can change a Lich to appear as a Vampire, but not as a Humanoid, as that is a type change.

“Vampire” is an acquired template that can be added to any living creature with 5 or more Hit Dice (referred to hereafter as the base creature). Most vampires were once humanoids, fey, or monstrous humanoids. A vampire uses the base creature's stats and abilities except as noted here.
CR: Same as the base creature + 2.
AL: Any evil.
Type: The creature's type changes to undead (augmented). Do not recalculate class Hit Dice, BAB, or saves."
So the Type is changed to 'Undead' with a sub-type of '(Augmented ...)', So yes the lich can look like a vampire, but not the base humanoid.

Your base race is now relegated to a subtype, and Disguise Self/Hat of Disguise explicitly allows you to change your subtype, so you can change your subtype from (agumented humanoid elf) to (Augmented outsider aasimar) or whatever else you wanted to. Cheesy? Yes, but we're talking about a freakin' lich. Does this mean a lich could look like an undead wolf?
edit: the real debate should be if you can use templated creatures with Disguise Self
