I'm not sure what the answer is RAW, but under most circumstances I'd say no, as most animals/mounts don't generally have the intelligence or creativity to know how to assist on most skill checks. Granted, there are certainly exceptions, but I would rule whether or not a mount, or creature, could give aid on a case by case basis, when they made sense. Like perception checks to look for something (I think the "seek" trick can be used for that), or maybe swim if it's an aquatit mount (how well it manuevers to make it easier to hold onto that fin). Most of the time, however, a mount or other animal is not likely to be able to provide meaning aid, but again, on a case by case basis, logic can trump mechanics.

I wasn't even refering to intelligent mounts in my examples, but yes, if the mount has above animal intelligence, I can reasonably see it using aid another so long as it is physically capable of providing such aid (you're paladin's horse isn't likely going to be able to give the rogue any advice on how to pick that lock, and no, kicking the lock with it's hooves is not using aid another).

If your DM allows it, use the Assist Attack and Assist Defend tricks from Complete Adventurer.
Assist Attack allows your animal to flank and Aid Another (for attacks only) and Assist Defend allows the animal to Aid Another for the AC bonus. Each requires the Attack or Defend tricks as prerequisites.
For Survival, there's also Assist Track granting a +2 circumstance bonus to track checks. The animal must have Scent to learn that trick.

It would probably be its own trick, unless the animal is known for doing pack tactics, like a wolf or a horse.
What about a halfling ranger, riding a wolf who is his animal companion, which has the skill stealth and the feat stealthy. Can he aid his wolf to stealth along while he's riding it
I don't see why not, he can guide it to the softer patches and less gravely sections of the floor.
or could the wolf aid the ranger's stealth?
I wouldn't make the ranger make a stealth roll if the wolf is the one doing the walking.
