Does the Defender still get +4 AC vs. Ranged attacks if the Attacker is Adjacent or directly above him?

According to RAW the Defender still gets +4 to AC...is that correct?

+4 from what?? prone?? If so, then yes, it doesnt make alot of sense because you shouldnt be able to miss, but yeah still get neg

And there is a good chance that the prone person (if they can) will get a nice attack of opportunity against you.

yeah but at a -4 to hit its unlikely they will get a hit. And if you have point blank mastery no worry there since no AOO from firing in melee.
