Just to confirm-
When wearing a Headband of Mental Prowess with the Linguistics Skill, the Character knows a set number of Languages equal to the Skill Ranks associated with the Headband (the Character's level).
Yes?
When the Character advances a level and earns another Skill Rank in Linguistics, from the Headband of Mental Prowess, I assume the Character gets another Language, also.
Would the Character choose this Language?!?!

If yes (and I'm not sure it is) the languages would be choosen by the creataor of the item Just as the skills that are improved are chosen by the creator, not the wearer.

Edit: though not a bad idea for an aspiring polyglot.
Edit2: Actually If ranks are based on HD than as HD improve so too do the skill ranks. I think perhaps the PC does choose languages based on the newfound ease of learning. Of course if he ever takes off the item he forgets them all over again.

I think there was a post on this a while ago, that basically came up with the following conclusion (I didn't search for it):
When created, you choose the skills for the headband. If one of those skills is Linguistics, you choose 20 languages and put them in order. When someone wears the headband, they get all the languages of their rank and lower (gaining no benefit if they already have the language).
Example: One headband has the languages Elvish, Dwarven, Gnomish, Orc, Aquan, Halfling, Auran, Sylvan, Common, Undercommon, etc...
A 1st level character wearing the headband would be able to speak Elvish. A 5th level dwarf (with Common and Dwarven already) would now be able to speak Common, Elvish, Dwarven, Gnomish, Orc, and Aquan. When the dwarf leveled up, he'd suddenly be able to speak Halfling, too.
