The reason i ask is with lighting reload the gunslinger can reload a single barrel as free action if he either of these or both.

So was wondering for an offical stance on if one-handers can be reload free or if move is the best one can get.

I see no reason why not. All either of them say is that they reduce reload speed one step. Essentially it works sort of like having Rapid Reload (crossbow) and Crossbow Mastery. Lighting Reload has only two useful applications in my eyes; reloading a musket as a swift/free action if you're not a Musket Master, and being able to reload without provoking an attack of opportunity. By the time you get Lighting Reload, paying 6g to craft paper cartridges shouldn't set you back much to make enough for them to be a primary ammunition.

It doesn't take much for the only useful application of the deed to be not provoking an AoO, as almost any gunsliger ought to take Rapid Reload due to the high reload times anyway, and once they're cost effective, paper cardridges make things even easier, especially for one handers. You just have to deal with a higher misfire chance.
