I don't have UC yet, can anyone tell me if there are any feats that mimic this ability or do something like it? Obviously Fleet increases your speed overall, but I mean a feat chain or something to provide armor speed reduction compensation.

One of the Barbarian archetypes get it, and I believe you can wear mithral medium to still move at full speed. You could also be a dwarf and then get some movement speed increases from Barbarian/Oracle/Horizon Walker/Fleet.
Grand Lodge

One of the ultimate combat Cavilier achetypes lets you do this with Medium armour
