Does the extra attack a monk or ninja gets from Ki stack with the Haste spell or the speed weapon enhancement?

I believe so. The clause 'not cumulative with similar effects...' I always interpreted as other haste-like effects. This was more important in 3.5e where there were many more additional items and what not that gave you attacks via a haste-like manner.
