As many people as you can fit in a 60 ft. diameter circle.
Can the caster selectively hit some and not others?
Yes. It targets creatures, not an area, so you pick who is hit and who is not.

Hmm... call me nitpickeing, but 'living creatures, no two of which can be more than 60 ft. apart' would mean that I can pick three critters who are standing (more or less) at the corners of a perfect triangle, 60' apart from one another.
Which will NOT fit into a 60' diameter circle.

There is no word in the spell description about fitting into 60 feet diameter circle, actually. Its only simplification of the process and its safer to calculate distances between targets separately in case of doubts.
Due to certain geometric principles gathering people in circle with 60 feet diameter allows for greatest number of targets from the purely mathematical point of view. Which might not be optimal combat result - like in the case of three targets position as described by Midnight Angel.
