I´d say this is pretty straightforward, not knowing much that is. Glancing at her other domains you´ll propably promote specifically safe travel, general nice behaviour and kind relations plus the usual? checking on temples of your godess.
But if you really you want a freedom fighter- take Melani/Milani, she´s minor godess, but actually expressivly for freedom fighters. Chaotic good, i´m pretty sure she has liberation too, and i think might have a BastardSword as fav. weapon.
Really nice flavour, her sign is a blood-red rose over cobblestones running with blood. Her followers are not galtish-style, but rather patient, bidding their time to throw of the shackles of oppression. Strong in the River Kingdoms.
Not sure where i read it, but she´s official and propably a perfect fit for what you want to do.
