The cost can be lowered to 0 but not below 0 if I remember correctly. The reason is that the trait does not actually lower the spell level just the metamagic feat's level tax. I think SKR stated this in a previous thread.

What this is missing is the statement "This cannot be used to lower the casting level of the original spell"
