With the Season 4 updates to the Reporter there is now a place to put a GM's character number and faction on top of the form. The instructions on top of the page have not been changed yet, so my question is this: is it stil necessary to put the GM in the list of characters to receive credit for running?

I have this bad feeling they're changing the rules regarding GM credits.
That is a bad feeling. Because it's completely baseless.
My guess is that this is a result of the computer not being able to tell the difference between a new scenario worth 2 Prestige Points and a Season 0 scenario worth 1 or not looking at the date of a session to determine if it was run before or after the GM Credit rule was expanded to give full Prestige for a session run. I'll talk to Ross about it Monday, but this may be something that can't get resolved before the office vacates early next week for GenCon.

The one I reported for Wednesday was a season 1 (EoE #3) with a report date of 07/27/11. I can post the session # if you like for research.

It has been the case up till now that GM can hold onto credit and apply it to characters when they become eligible for it. For example, I currently have two fifth-level characters, Kuldar and Gennadiy. If I run a fresh 7-11 scenario, I'll have GM credit, but I won't know which character to apply it towards.
Likewise, I'll run Master of the Fallen Fortress or the new introductory trilogy, and I won't already have a new character in mind.
Will I still be able to report the session, or will I have to wait until I decide on a character to receive my GM Credit?

You can always report it to a placeholder character number an then edit the session after the fact when the character is created.

Or leave the character number part blank, and edit it in later..
Of course this all assumes that you have control of the event.
If you are holding credit from events you have no control of, then that is a problem.
Of course your chronicle sheets don't need to match up with what is reported, though it is a nice back up if you lose things.

(Dragonmoon, I believe this is an attempt to get better data on faction-totals.)
I know it is, but editing it later will just update their totals.
