my group has no records what happened to the treasure (which was originally looted by the Rogue who kept it tightly in the Bag of Holding and is sorrily not present atm) they found in Varnhold.
So it seems they spoiled the Quest but since they have the Tomb Treasure they might replace the coins with their own wealth.
This is a very personal deed and can qualify of resolving the quest.
Now my questions:
If they share their wealth do you think it qualifies for solving the quest?
And if they don't do they have to annex Varnhold hex by hex if they want it instead of getting th Varnland property of 19 hexes at once?
If the player has left the game permanently, I suggest you retcon it (or bring him back for a short time as an NPC) so that they don't get shafted.
If he's not there temporarily (and is returning), then put the consolidation on hold until he returns and they can make an active decision about it.
If he was legitimately killed/destroyed/lost and the treasure lost with him...then maybe the people of Varnhold can understand that it was not the PCs fault.
In all cases, if they choose to make up the value out of their own treasure and honestly reimburse everyone, then yes, I think they should get to annex Varnhold, and with some bonus to Loyalty, as they've shown that they are the sort of people who go out of their way to 'make things right'

+1 The people don't actually know who took their stuff, as they weren't around. If their saviors are willing and eager to make it up to them, with perhaps a bit extra on the side, I'd say the people would be most pleased. "Hey, not only were we saved from a fate worse than death, but our saviors reckoned to reimburse us for our losses! Are these guys great, or what!?!"
