Okay so I can't find any spells or abilities that gives the cowering condition.
So, I decided to ask the board for help.
A panicked character who cannot flee cowers.
The 2nd-level Inquisitor spell castigate causes the cowering condition.
In addition, several monsters, including the Revenant, Ravener, Nightwalker, Banshee, Thanadaemon, Scarecrow, Yeth Hound and Wendigo, can cause the cowering condition.
