Hi, If a monk strikes something with their fist, is it against the opponents Touch AC of vs their Full AC?

That depends on what the Monk wants to accomplish.

If just trying to touch the target, he'd have to reach touch AC.
For actually delivering a strike, he'd have to beat the same full AC as anyone else who attempted to strike the same target with a weapon.

It's their full AC, unless you're using some sort of ability that specifically says it's a touch attack.
