When you perform the 24 hour ceremony to get a new (or first in case of Ranger) animal companion, can you control which animal you get? I know you need to be in the appropriate area\environment for the animal but can you be in a forest and say "I want a bear" and get it? Or would you have a random chance of getting whatever animals that would like in that forrest? The rules don't really say other than you need to be in the correct environment.

Arguably yes you get to pick. Meta-game it's class feature with no random roll and an option to essentially repick within limits. In game that 24 ritual would likely include things necessary to attract the creature you would prefer.
However a GM could override just as they can in the initial pick or deny (not grant) certain divine spells.
Every time think of summoning animal companions I think of a section in the Elder Scrolls Oblivion game Knights of the Nine quest where a giant bear wanders up to you and attacks for a bit. I imagine there is a fair amount of dominance style tussling involved in with the new companion during the ritual.

Up to the DM, but for me (DMing) as part of a character creation and background, you could have traveled to the correct environment and optained the animal companion. Different story if a character is in the middle of an adventure and the environment is not available.

I'd see no problem with this as long as the player had the chance to release the new companion and actually get the one they wanted between adventures. This is a major class feature, and telling a druid you can only have one of these few options when they really want another is akin to telling a cleric what subset of your gods they can worship, or a fighter what weapons or armor they are allowed to use.
