Is there a feat (perhaps in a splat book or something) to get some extra skill ranks? I'm picturing something like Toughness but for skill ranks. If not, would it be so wrong for there to be such a feat?
There are feats that add a few points to individual skills (or Skill Focus to get a larger dip), but there isn't one as you've described.
Considering how 1HP/level is a favored class option, as is 1 skill/level, I don't see the difference between the two for a feat. Although, there are situations where those skill points would go much farther than a hit point (extra dodge on Total Defense from Acrobatics, not getting into combat due to higher stealth check, avoiding surprise round via perception, etc). You would have to house rule it, though.

Not that I'm currently involved in it, but is the content of Psionics allowed in Pathfinder Society games? Taking it down a notch, is it considered to be a part of the standard rules now?

I have a sneaking suspicion that it's not PFS-legal; I know I didn't mention that, it's just that that's where I do most of my Pathfinding. ("Pathfindering"?)
