So Paizo has an anniversary sale all this month (code "anniversary9" for 10% off -- not sure if it's multiple use or just once).
I've bought almost all the Paizo stuff that I'm going to, barring some PFS adventures. (There are a lot of those, yeah? Still not sure which are the really good ones.)
So now I'm looking at 3PP stuff. I am looking for
-- well developed NPCs
-- cool and interesting plot seeds
-- scenarios, especially short scenarios
Splatbooks, armories, bestiaries, worldbooks, and new rules, not so much -- though if they're truly excellent, I might make an exception.
So. Suggestions?

What levels? Area specific or generic? Most of the adventure paths are good (I've personally looked at or run in several, Rise of the Runlelords, Crimson Throne, Legacy of Fire, Second Darkness) and each section has more information about the area, the NPCs, a small bestiary (most of which are now in the official books), and small side quests that you could lift out and use elsewhere.

Try the well reviewed Rite Publishing.
May I suggest, in particular, Coliseum Morpheuon as a perfect way to conclude one of the Paizo APs. Its full of interesting characters and challenges.
For lower levels from Rite Publishing, there is also the Kaidan series of modules which begins with The Gift.

I really like the Midgard stuff from Open Design.
Actually, Tales of the Old Margreve might be just what he's looking for - bunch of short adventures and an interesting setting.

D'oh, of course it's right there in the store. My bad. Okay -- any particular products?
@Wicht, Coliseum Morpheum looks keen-o, but I doubt I'd ever actually use it; both I and my players seem to enjoy low and midlevel play more.
I'm going to take a flyer on Tales of the Old Margreve. What the hey -- let's see how it meshes with my Kingmaker campaign.
