Infiltrator - Slow and steady?

Would using a the infiltrator adaption 'slow and steady' inflict a 20ft move speed, but limit the move reduction, or use the character's base speed x, and limit a burden reduction?

No clue,but here's a bump.But the way I would think it works is that you reduce your base speed to 20 ft.,and you ignore encumbrance that affects your speed.
