Pun Pun was a thought experiment using a very broken racial ability from the Forgotten Realms monster known as the Sarrukh which basically allows it to give huge ability score boosts to others. Basically Pun Pun the character had HUGE ability scores.
Meepo was a kobold from the Sunless Citadel 3.5 D&D module. He ended up being sort of the iconic kobold. Epic Meepo is a paizo poster and RPGSuperstar Top 16 of 2009

If I recall correctly, Pun Pun's build also deliberately used some "fuzzy" interpretations of various racial and class abilities. Some of the build elements might also have been from 3.0 and/or pre-errata sources.
Meepo made the jump to d20 Modern (or something similar), where he was depicted in modern commando gear, wearing a beret, and using a radio/walkie-talkie.

And after that he appeared in Dragon Magazine #359 on page 54 as part of their 1d20 Villains feature. Even stated his shotgun for 3.5.

Thanks for the link, that's the clearest explanation of how Pun Pun is supposed to work that I've seen.
Anyone know where the divine minion comes from? It appears to be something that was simply posted on the WotC website rather than being in an actual book.
