Morwangar will order a hearty breakfast, and will take the seat next to Rivain. Nudging him with a shoulder, I'll ask "You sleep well, Rivain?"
I'll make some inquiries about the nature of his reading material, and also ask if he knows anything about the Bellows District.
"Jacapo and these damned knife-ears have got to be stopped. Cramorn and Bur both got leads sayin' they might be squatting in the Bellows District. I say we all go down there and see if we can pick up the trail."
Rivain Elerest
I close the book I'm reading forcefully and look over to the ruddy dwarf sitting next to me. "I slept fine and that was a hundred year old book on the mating habits of Balor's. As far as the bellows go they are a dusty warren crammed between and beneath the cities factories, a wonderful place for scum like Jacapo to hide."
Morwangar Valdyrgun
"Hmph...mating. Who are these Balors's anyhow? Other'n that drink you won't take a tug at, I can't say I've heard of their kind." After discussing the intricate details of demonic copulation with my esteemed colleague, I will raise a glass to Arklyte as he sits at the table.
"Master Dawncaller! Did ya sleep well?"

After everyone has filled their stomachs, and their cups aplenty Your group makes it's way from the tavern. It takes you most of the morning to navigate the urban jungle that is Cobblestone, and finally you arrive at the Bellows.
The Bellows is everything you expected it to be, a collection of shanties and dillapidated buildings under the shadow of the factories, the people here seem mostly demi-human and very dirty. You quickly notice the entire area is covered with a fine layer of soot. The soot and the combined shadowy overhang, makes this for a depressinga nd desolate scene.
Morwangar Valdyrgun
*Raising my head as Marwangar speaks, a small laugh escapes me*
"As well as the hay stacks would allow. I trust you found your rest rejuvenating?"
"Couldn't get much rest myself, too anxious about finding that dung-shoveling Jacapo."

Morwangar takes a deep breath, and exhales loudly. "Ahhh...smells like the foundries back home." After soaking in some of the sights, I'll approach a laborer. "Scuse me fella, you know anything about an elf named Jacapo?"
After speaking to the laborer I'll ask my friend Orestes "you've got experience tracking down scum and the like...is Jacapo wanted by the town watch here? might be able to grab a decent bounty for bringing him in to answer for his crimes."
We shouldn't forget about what Rick learned from Hergalt, there's a guy named Constable Drakefang that might be able to help us out.

Diplomacy +2 Demi human bonus =12!. The filth covered peasents don't seem to warm up to you as much as you hoped, but they don't seem to outright avoid you. However getting them to give up one of their own may be tricky.
As you can see, Race is a factor here. When dealing with poor citizens of non-human race any demi humans gain +2 circumstance bonus while humans suffer a -2. Any race that isn't standard (Such as Chis's Ifrit) recieve no penalty or bonus. This bonus is reversed when dealing with high society humans.

After considering the dwarf's failure with his 'folk' I seek out a likely looking lowlife...
Perception 1d20+2
...and while standing well away from him or her I cast Charm Person. The person will need to make a Will save DC 15 or regard me and my friends as an ally for 2 hours.
The person gets +0 from class (0 level commoner) and has a wisdom of 3d6 ⇒ (4, 6, 4) = 14
Will Save:1d20 + 2 ⇒ (9) + 2 = 11
Failure! He looks at you, his eyes somewhat glossed over. "What...What can I do for you sir?"
Stewart Perkins
I look at my new subject and smile brightly "Oh my friend I'm so glad I found you here, my friends and I are looking for someone do you think you could help us out? We are looking for a fellow by the name of Jacapo, so tell us anything you might know."
We'll say he has the following bonuses to Knowledge Local:
Intelligence: 3d6 ⇒ (6, 2, 5) = 13Ranks:(1=0 ranks, 2= 1 rank)1d2 ⇒ 1
With a +2 Circumstance Bonus.
Knowledge: Local 1d20 + 3 ⇒ (17) + 3 = 20
20! He does indeed know of Jacapo. He looks at you nervously. "Yes sir, I...uhm, know of him. He comes into town every so often and roughs up some humans. He spends time ata place called The Sodden Lad. I wouldn't go there though, being a human they may not be very nice" he looks around and whispers "They sometimes hurt or kill humans in that tavern. I'd stay away."
Stewart Perkins
"Hmph...well, try to stay behind Bur and Chip. Maybe nobody will notice you. Where is this Sodden Lad anyways?"
The young rifraff pipes up "The Sodden Lad be on Coal Street, bout 4 and 1/2 blocks from here just past Macnimar's grocer. It's on the right good sirs."
Orestes
I pop into the nearest dark alley I can find that seems empty.
Perception: 1d20 + 5 ⇒ (3) + 5 = 8
Once found, I unroll a bag from backpack containing my disguising. I spend some time putting molding on a pair of elven ears, a wig, and some other tricks to make me more elven in nature.
Disguise: 1d20 + 10 ⇒ (14) + 10 = 24

8! In any other part of the city finding a dark alley would elude you, however the Bellows are nothing but dark alleys so you slip off hopefully unnoticed and start crafting your disguise.
Random chance of Notice: 5% chance of notice (01-05), 1% Urban Encounter (01).1d100 ⇒ 10 No one notices you duck away.
Disguise 24! You craft a very nice disguise set of elf ears and try to hide your features as best as possible. You probably look more half-elven due to body weight and size and whatnot but you definately seem half-elven or better. Only on close inspection should someone see through it. (If someone specifically looks you over or otherwise you draw attention. If not you automatically succeed).

I reappear with my fellows, clearing my throat and speaking in elven.
"It would be wise to devise a plan since you humans are not welcome in this particular establishment."
The Only other human is Rivain, with Morwangar being Dwarven, Arklyte being Ifrit, Bur being Half-orc and Cramorn being Elf himself. If you would like to use your disguise kit resources you could attempt to apply the same disguise as yourself. The DC increases by +5 however

"It would be wise to devise a plan since you humans are not welcome in this particular establishment."
Morwangar raises a scrutinizing eyebrow at the elf.
if I recognize him as Orestes, I'll ask him to explain himself, "in common, if you please."
if I don't recognize his face or voice, I'll ask him who he is (in common).
I'd offer to set up my cart on the side of the street, and if anyone needs to apply a disguise they can use the cart as cover.
Arklyte Dawncaller
*In elven, I will respond*
"It would be wise for you to warn your allies of your plan before vanishing like that. You seem to have crafted an effective half-breed disguise..."
*Seeing Morwangar's expression, in Dwarven, I say*
"Not to worry, friend. It's just Orestes with fake ears and some make-up. Kinda silly looking, isn't he?"
*To the rest of the party, in common*
"I'm sure that if there is any trouble, there are enough of us to protect Rivain."

I'll smirk mischievously. "Elves, master Dawncaller. They all look like that." As we continue to travel and discuss the plan, I'll call for a brief halt. "I do not doubt our ability to protect our colleague Rivain if he is accosted for being a human. But would it not serve our intentions to have three elves in our convoy? Elves, in general, are a distrustful and xenophobic lot. Jacapo and his knife-eared ilk would have less reason to suspect trouble from a group of mostly elves. I say, we take the extra time to fill our rank with one more elf."
Morwangar Valdyrgun
Morwan raises both eyebrows at Ark. "You were raised by elves? For some reason I thought you were raised by fire spirits..."
After Rivain voices his opinion, I'll agree with his idea. "Might serve us all to keep our faces somewhat covered, in cases any of the knife-ears that got away happen to have seen our faces."
Having said that, I'll keep my eyes open while we head towards the Sodden Lad. While traveling I will be looking for any streetside vendors who might be selling used hats and/or goggles. I'll try to purchase a hat/goggles to wear with my leather blacksmithing gloves. Hopefully I'll end up looking like a Billows blacksmith or factory worker.
1d20 + 8 ⇒ (19) + 8 = 27 profession merchant check, to find hat/goggles for 10 silver pieces or less.
this is a steampunk setting right stew...? just saying, I'll f%$# a yak for a pair of steampunk goggles.

"I was born of the union between an Elf and a fire spirit, or so I was told. I was abandoned as a child in a village of Elves and Humans, but I was raised by one family of half-elves. They took me in and accepted me as one of them, instead of a disgrace, or a mistake.
In any case, I don't think Jacopo will expect us to have pursued him this far into Cobblestone. Gather your cloaks if you like, but I am not worried."

** spoiler omitted **
No need to frak a yak, goggles are easy to find in the 3-10 silver range as their a helpful necessity for factory and forge work. These people go through a lot of them you'd wager.

Goal:
I'd like to combine those checks to think of anything I may know about his people including their history and where they originate and how common it is to see their bloodline show up
Using your combined knowledges you know that plane touched and spirit children such as Arklyte are not exactly common, but not entirely unheard of in the bigger cities. They are the union of lesser elemental spirits or other outsiders who have been bound or contracted into various services. In an ifrit such as his example, it is possible that a fire elemental, or some other denizen of that plane was contracted to work in the city furnaces and provide extreme heat for them to work with. It isn't entirely heard of for them to ask for "company" as the price of their loyalty or for them to seek it either. Overall "The Blooded" as they are called probably make up 1% of the overall population of the kingdom.
Orestes
In Elven "Do not worry singed, I wont set myself on fire and disguise myself as your kind."
In Common "I would think it would be to our benefit to disguise Rivain as well, but who am I to judge? If he wants the unwanted attention so be it."
After pausing a moment, "In any case, Perhaps we should seek 'alternative' entrance points to make sure we cut off any exits."
Arklyte Dawncaller
*In a bit of anger, I slip into Ignan to utter a few curses Orestes' way, before slipping back into Common*
"If you would like to be singed, I would gladly oblige. Were you to set yourself on fire, that might be an improvement. Make no mistake....I work with you, not for you. Cross me, and I will see you made ashes. As for alternate routes, it is a tavern, there will be no more than three exits. Secret exits we would never know about until they were used. I say we go in the front and if someone *eyes dart to Orestes* wants to skulk around the back door, so be it."
*After this exchange, I will ensure that whenever Orestes is near, I am on the opposite side of our traveling party.
Morwangar Valdyrgun
"...speaking of getting singed, my scalp is about to start peeling again."
Grinning, I will elbow Bur. "Keep that shovel handy, we're gonna have to dig two new graves for our dear friends."
Cramorn Taletreader
Offended by the human's rubber ears disguise. Deciding the human has earned the dwarf's place during the next night venture, if he survives the tavern with his disguise.
"Perhaps we should split into groups to enter the tavern incase the disguise fails." With a grin. "One bad apple spoils the bunch, as they say." Pointing a finger at the two humans.

I let my friends fight for a few moments before speaking, sliding randomly between all the languages I know that they are speaking. "We need to put aside our petty squabbles and focus on the task at hand, I have no intention of dying in a filthy tavern on the bad side of town, now please everyone, our real enemy and quarry is Jacapo so lets focus on our plan."
Knowledge: Local 1d20 + 9 ⇒ (7) + 9 = 16 to remember anything about this tavern we have been directed to.

Knowledge: Local 16! you recall similar warnings about the racial tensions and a few stories of beaten humans, though you don't recall any stories of humans actually dying from the beatings, though that seems like something someone would want to keep under wraps.

"Here's a plan, we'll split up like the elf says. Me, Rivain, and Ark will go in first and grab an empty booth or table. Bur and the elf go in a couple minutes after. Orestes can look for trapdoors and keep the escape route cut off. I vote Bur does the talking when we try to get the whereabouts of Jacapo and his boys. Everyone else should stay quiet, keep their heads down, and mind their drinks."
"That's just my two coppers, if anyone has a better plan, spit it out."
Bur the Gravedigger
Sure I'll be glad to speak with the people. Me and chip have a way to warm people up to us ain't that right ole buddy
*Bur slaps chip on the back making him groan*
I think it's Chips smile.
As for you two(Bur points to the bickering party members). I'm kinda enjoying you guys so if one of one you dies I'll make sure you can stay travelling with the group.
*Bur smiles at them both happy with his compliment*
Now lets go take care of the grave robber
