is there a way to cast spells without taking levels in a spellcasting class?

im not talking about spell-like abilities or spells like what the gnome has from his race, i mean a way for non-casters to cast spells.

If you can cast spells, you are no longer a non-spellcaster.

Therefore I submit that it is impossible.

However, take a look at the Qinggong Monk archetype. Also, using scrolls and wands via Use Magic Device is an option, though that's technically not true spellcasting.

There is not a way for non-spell casters to cast spells without help.

There are various ways to gain spell-like abilities, and there are magic items which you can use to cast spells (Use Magic Device).

Use Magic Device with scrolls and wands.

Rogues have these options, not sure if that's what you are looking for;

Minor Magic (Sp): A rogue with this talent gains the ability to cast a 0-level spell from the sorcerer/wizard spell list. This spell can be cast three times a day as a spell-like ability. The caster level for this ability is equal to the rogue's level. The save DC for this spell is 10 + the rogue's Intelligence modifier. The rogue must have an Intelligence of at least 10 to select this talent.

Major Magic (Sp): A rogue with this talent gains the ability to cast a 1st-level spell from the sorcerer/wizard spell list two times a day as a spell-like ability. The caster level for this ability is equal to the rogue's level. The save DC for this spell is 11 + the rogue's Intelligence modifier. The rogue must have an Intelligence of at least 11 to select this talent. A rogue must have the minor magic rogue talent before choosing this talent.

If you can cast a spell, then you are per definition a spell caster. So to find a non caster to cast spells is impossible.

If you are looking for a way to make the barbarian, fighter or any other non caster to cast spells, then you cant. Its possible to get some spell like abilities, but besides that and UMD then its pretty much the limit.

Is this a trick question? A non-caster cannot cast spells. The other way around would be a paradox, like a murderer who never murdered anyone.

You have the rogue thing, but those are SLAs.

The thing is that Pathfinder is a class-based system. It's more open than many others, but it's still class-based. Some lines are not crossed, like making spellcasting open to all, or letting anyone get unique class abilities.

If you want something like that, you should look into a class-less system, or maybe generic classes (Usually, those are warrior, expert and caster)

Get a minor artifact, the Book of Infinite Spells. It's there in the core rulebook and has been around since 1st edition. It lets you cast one spell. Every once in a while, the page in the book turns and you get a new spell. Once the last page turns, the book disappears and goes to grant magic to some other lucky person.

That's the simplest way to let a non-caster cast spells.

Alternately, use UMD with a stack of scrolls.

The closest thing I know of is imbue with spell ability.
