Can a rogue activate Mistmail at the start of the day to always have concealment, thus being able to use Stealth to set up Sneak Attack on all their attacks within 30' of their target?
It would appear that RAW, the answer is yes, as strange as it sounds.
Sadly I would agree it seems that way as long as he encountered no strong winds or what not. And now for only 2500g you too can deal massive damage each and every round.
Arguably it may only work some of the time, as the person would still have a perception check to notice you, you're not totally invisible, so they still have a chance to notice you trying to stab them.
Yeah its the fact of having for sneakattack purpose stealthable concealment all day long. Even if they can see you after you attack you restealth on your next turn and attack again.

Ok, so you take a 5' step, then they probably have to reroll again. It takes no action to do Stealth, and so you get it for every attack. It's fairly easy to pump Stealth into "yes" territory, especially since not all foes will be maxing out Perception.
True, my characters tend to keep max ranks in Perception as I know that missing details can really screw a group, so I tend to make observant characters...I even have one particular character that has my GM irked since he has a +21 modifier to perception at level 8.
Don't forget even if they do see you its a 20% miss chance the stealth between attacks stealthing is part of movement so either you have to move or take a move action. Either way its only one attack around stealthed.

Doesn't moving around within your 5' square count, especially since it's a big thick cloud of mist?
I would say no since movent in PFRPG terms actually means changing squares you are always consider to be moving around the square your in.
