Get used to that in Kingmaker. Hardly any of the quest-givers on the inside covers are given any sort of detail aside from a name or a profession. Giving them any sort of back story is left up to the DM, which I liked better honestly. It gives you some lee-way to implement them into your campaign in any way you'd like, or you can change the quest-giver to any convenient NPC (like people the party already knows).

He is mentioned as giving out a quest but who is he, where does he live , whats his looks, whats his level ?
Weird to add him as a questgiver but NO info about the giver himself
I made him live in the same hex as Bokken. They have huts a mile or
two apart from each other.Two old guys living in the wilds, not wanting company, but close enough
to be of assistance to each other.
I did this because most hexes only have 1 prewritten encounter & I think
there should be more sometimes...not always, or even mostly...just
sometimes...

To provide a bit of justification for the ridiculously costly reward (at least for a hunter the gold value of what they offer is crazy) I had the various hunters at Oleg's offer the reward after Tuskgutter maimed one of their sons; taking his arms off and the boy barely survived. The hunters pooled their wealth to provide the reward.
Amusingly this led to a different side quest the PC's took upon themselves to restore the boys arms; using a dangerous brew made by Bokken from troll blood, Noleski grew new arms.
The boy idolised the group and as he is now growing up the Baron will soon take him as a sqquire. A side-effect of the troll blood means he has grown at an alarming rate and has acquired the moniker 'Noleski Troll-Blood'.
Back on topic though- yeah get used to that in KM. Its up to the GM to provide the background on the quest givers. Lily Teskerton is one that GM's frequently flesh out, for example.

Vekkel has some serious reason to hate Tuskgutter:
"old, retired Vekkel Berzen, who lost his leg to the monster pig a year ago.
It is in the text of the wanted poster.
He could sell the arrows to pay for a regeneration spell but there aren't 13th level clerics around and a scroll would cost about x2 what he could get from them.
I would make him a hunter, maybe even a low level ranger. Without a leg he can't use a longbow (you need to be standing to use one) so it is of no use for him.
