Seems like it's superfluous text, yes.
Although, it begs the question, can one bypass caster level requirements by adding the +5 to the DC? So a +1 spell storing weapon would have a DC 17 to make, but you need to be caster level 12th.. or DC 22 to make if you are lower caster level?
This could be a reason for having the distinction, if it's allowed.

Isn't the fact that they need to be CL 12 represented in the entry about CL? I thought you can't add a weapon property that's above your CL, so having this text in there confuses me.

Caster level is normally not mandatory to create a magic item. It just sets the DC of the Spellcraft or Craft check.
CL is a requirement in the section for basic magic weapons (to-hit and damage bonus only, or enhancements that count as additional plusses) which still allows a lower-level caster to craft one, but adds 5 to the DC if they fail to meet the requirement.
Since CL is also listed explicitly as a requirement for a spell storing weapon, a creator of less than CL 12 adds 5 to the DC to create it.
