Does the half-elf summoner alternate racial trait on pg. 17 of the APG, allow the pc to receive the extra hit point or skill point on levels where an extra evolution point is not given? I am assuming that the summoner only receives an extra 'evo' point on levels 4,8,12,16,and 20. Do they not receive anything on levels 1-3,5-7,9-11,13-15, and 17-19?

Nope, you need to "spend" your favored class each level to accumulate the partial points, otherwise you don't get the bonus.
EDIT for clarity: you are correct, they receive nothing on the levels where they have less than a full evolution point accumulated. They get 1/4 of an evolution point every time they spend their favored class benefit on this instead of a skill point or hit point. This has no effect until hey have done it 4 times, at which point they get an extra evolution point to use. Note that it doesn't have to be 4 consecutive levels, if for some reason you wanted to take an extra HP or skill point in the middle there, you could.
Thank you for the swift answer Lamplighter :) That ability just seemed too powerful when a player in the group I DM presented it to me and they believed they still might receive the hit point or skill point on off levels.
