That really depends how far they fall and what they fall in/on to. Falling damage maxes out at 20d6 if you fall more than 200ft. Characters have a good chance of surviving a fall unless they are very low level and the fall is very far indeed.
No save, but it isn't easy to beat peoples' CMD - and of course the same moves can be used against the good guys.

If you -really- want to impose a difficulty concerning this move, I'd use the rules for moving a grappled opponent : "If you attempt to place your foe in a hazardous location, such as in a wall of fire or over a pit, the target receives a free attempt to break your grapple with a +4 bonus."
So, one check to trip, and one to place him in a really nasty location.
But by raw, there isn't any indication you can't already do it without malus...

Drunken monk ? One more reason to not make it harder on the PC. I guess it was the NPC's fault for being so close to it's potential doom. But nothing says the NPC can't attempt to save his life by catching something during the fall/using a feather fall item. Seems like a good thing to have when you live where you could die with a wrong step.
