I don´t get all the logical turns in this adventure. Why do the Arkonas want to hand out meat to poor people?
Why not put spoiler in the title? I think you can still edit the title name.
To answer your question there is a shortage of meat, and the Arkonas who are already revered by the lower class plan to use the the chance to increase their standing with the public so they can overthrow the queen.

But as I understand it the Arkonas don´t at all boast with it being them that finance the meat? (You have to drag this info out of Verik!)

I think they were going to make it known later when they made their move, but I do agree it should have been better explained. None of the other nobles trust them so any overt altruism would have been investigated.
The part about them not being trusted is in the book. The part about them being investigated due to the lack of trust is just my opinion since that is what I would do if an untrustworthy person/organization tried to be nice.
