Elves are proficient with several weapons including longswords...does this mean that an Elven Wizard can use a longsword? Or does the class take precendence over the race?
Yes, an Elven Wizard can use a longsword. Racial proficiencies are in addition to class proficiencies.

If the classes weapon proficiencies took precedence over the racial proficiencies, than there would be no reason at all to have racial proficiencies, because you could never use them.
