It's probably intended to be like a healing spell, or some creation spells. The change is permananent but non dispellable. (The change happens instantaneously). I think this is supported by the fact you have to pay the masterwork cost in material components so it's not like you're getting something for free.

"Instantaneous: The spell energy comes and goes the instant the spell is cast, though the consequences might be long-lasting."
The magic comes, changes the object, and goes away. The item remains changed.
