I am almost certain I know the answer to this, but I just want to know for sure.
I play with friend who is a sorcerer. At the time he was 6th level insisted that he could use a metamagic feat on his highest level spell because he has bonus spell slots above what he can normally cast. He is doing so much damage while the other players are just getting frustrated, our GM has been adjusting creatures on the fly due to this to make it a challenge.
I admit I'm not up to par with how the sorcerer works, but I know that
A)metamagic spells cast by sorcerers take longer to cast than normal, unless its quicken
B) I was under the general impression that bonus spell slots were only usable IF YOU COULD ACTUALLY CAST SPELLS OF THAT LEVEL.
I'm guessing he's just grossly abusing his idea of those feats, but would just like to know for sure so I can bring it up to the GM and deal with it.

The bonus slots for high charisma only apply if he has base slots for that level in the first place. So that 6th level sorcerer only has up to 3rd level slots even if his charisma supports bonus slots.

You can not use bonus spell slots of you cannot cast spells of that level. In other words, you cannot cast a silent magic missle (spell level 2) if you are a 3rd level or lower sorcerer, regardless of what your cha is. In other words, he is way off base.

Bonus spell slots are only available if your class has a number in the class table for spells at that level. Even if the number is a "0". If there is a "-" in the table, that means the bonus spells are not available at that level.
For example a third level ranger can't cast any spells because even level 1 spells have a "-" in the table for level 3. But for level four there is a "0" so if the ranger has a high enough wisdom score to qualify for a bonus spell, the bonus spell is available.
It sounds like your sorcerer is either mistakenly or deliberately abusing the spell progression table. Your GM should not allow what you are describing.
