Here are the rules for the Barbarian ability Boasting Taunt:
Boasting Taunt (Ex): While raging, the barbarian can incite a creature to attack her by making an Intimidate check to demoralize. If the check succeeds, the target is also shaken as long as the barbarian is visible and raging or until it makes a melee attack against the barbarian. The barbarian receives a +2 circumstance bonus on this check for every alcoholic drink she has consumed during this rage. This is a language-dependent mind-affecting effect, and it relies on audible components. The barbarian must be at least 6th level to select this power.
This seems much more like what Antagonize's intimidate ability was meant to be, and also doesn't force a wizard to come out and swing at the barbarian. Rather, he'll just keep on being treated as Shaken. This seems like a much better "aggro control".
Of course, it still has the problem of having a downside until you whack the barbarian with a stick. If it was just do damage to them, then it would lose the main draw of the ability, which is bringing NPCs closer to you.

If you insist on adding taunt, it should be a swift action, and have effects commensurate with that. So while you shouldn't be able to cost a wizard their turn, neither should you have to spend yours uselessly. I would also suggest checking out the "marks" in 4ed, and the knight's taunt- both are not fail as design points.

I think that shaken is a fine penalty. -2 to a lot of things is pretty nice. And in retrospect, just changing the Intimidate part of Antagonize to something like this would work fine if you drop the melee clause.
It would make it slightly relevant for classes related to an hit roll.
A caster or a mixed bag like a druid, a magus or a dragon would do something else.
You cannot IMHO fix the feat with similar weaksauce. Better change the "melee" forcing part of intimidate.
