This is out of a pf module:
(it’s treated as both
a non-proficient attack and a secondary attack, imparting
–9 penalty in total on attack rolls with it).
I thought non-proficient is -4
and secondary attack is dependant on BAB and when you qualify you don't get a penalty.
Now a a two weapon attack is like -6/-10.
I don't know where they got -9 from based on their rules logic?
Secondary natural attacks are at a -5, if that applies.
That has to be it -4 for non proficient and -5 for secondary natural attack. Thanks!
I thought you were always proficient with your natural attacks, so that sounds pretty weird.

It is a unique case as it isn't really a natural attack, but the reasoning in the paragraph for the -9 penalty is unclear.
