On page 72 of Ultimate Magic, there is a sorcerer variant called the Sage, where Intelligence replaces Charisma in determining class features.

Rather than getting an Arcane Bond, this variant gets an Arcane Bolt, usable a number of times per day of 3 + charisma modifier. Shouldn't this be 3 + Intelligence modifier?

It is 3 + Int for an actual Wildblooded Sage Sorcerer, because their Bloodline Arcana swaps it.

But, if a character gets access to Arcane Bolt without having the Bloodline Arcana that switches it to Int (such as by taking the Eldritch Heritage feat), then Arcane Bolt would default to using Cha just like all other Sorcerer Bloodline Powers. So they've listed it in it's default form, 3 + Cha.
