It does seem a bit odd that lifting max load x2 is listed as being able to move 5 ft per round as a full-round action (so this is not a 5-ft step), but it doesn't say anything about how much you can move while dragging...but there is a "minimum movement" rule in the Combat chapter that says the same thing for speed. As long as you can move, you can use a full-round action to move 5 feet:

Minimum Movement: Despite whatever penalties to movement you might have, you can take a full-round action to move 5 feet (1 square) in any direction, even diagonally. This rule doesn't allow you to move through impassable terrain or to move when all movement is prohibited. Such movement provokes attacks of opportunity as normal (despite the distance covered, this move isn't a 5-foot step).
So, if you can drag something and can use a full-round action, I'd say you move 5 feet per round.
