Now a level 7 gnome oracle with the haunted curse who took the APG favored class option, would qualify as level 10 for the curse and thus add telekinesis to their list of spells known. Telekinesis does not have a spell level for the oracle. May the gnome cast telekinesis a level 7? Reverse gravity at 10?

The crux of your question is what spell level are they intended to be. By looking at the list of spells (all mage), I believe the intent would be to add them at their mage levels - so spell level 5 for Telekinesis and 7 for Reverse Gravity, which makes sense, as the Oracle has access to level 5 and 7 spells at level 10 and 15 (respectively).
So the effect would be that the gnome oracle would add the spells to their list of spells known early, but would be unable to cast them until they were the correct level (or unless they found some other way around the casting requirement).
At least, that was the way I read it when I created my Gnome Oracle with the Haunted curse - though I find it very cool that someone else is looking at the same thing.
