Fey is a creature type, like undead, humanoid, or dragon. This is what the PRD has written up about them:
A fey is a creature with supernatural abilities and connections to nature or to some other force or place. Fey are usually human-shaped. A fey has the following features.• d6 Hit Die.
• Base attack bonus equal to 1/2 total Hit Dice (slow progression).
• Good Reflex and Will saves.
• Skill points equal to 6 + Int modifier (minimum 1) per Hit Die. The following are class skills for fey: Acrobatics, Bluff, Climb, Craft, Diplomacy, Disguise, Escape Artist, Fly, Knowledge (geography), Knowledge (local), Knowledge (nature), Perception, Perform, Sense Motive, Sleight of Hand, Stealth, Swim, Use Magic Device.Traits: A fey possesses the following traits (unless otherwise noted in a creature's entry).
• Low-light vision.
• Proficient with all simple weapons and any weapons mentioned in its entry.
• Proficient with whatever type of armor (light, medium, or heavy) it is described as wearing, as well as all lighter types. Fey not indicated as wearing armor are not proficient with armor. Fey are proficient with shields if they are proficient with any form of armor.
• Fey breathe, eat, and sleep.
Though not a spell caster, a Banshee does have a special attack that deals 140 damage on a failed DC 23 Fort save. If you want to make them even more potent you could always add sorcerer levels.

First, what is a fey? Where is this explained in the rules?
Second, I need a powerful monster that is a spell caster and also a spirit or other being of non-corporeal form. What are my options?

Most incorporeal creatures are undead. There are exceptions, such as the shadow demon, but usually they are undead. Ghosts are pretty cool, as they can only be truly destroyed by fixing whatever thing made them become ghosts in the first place. They are also the only undead or incorporeal creature I can think of that doesn't have to be evil.
Pretty much any creature can be given levels of sorcerer or wizard, (or cleric, witch, bard, etc.) but there are also many that are casters without adding levels - Usually outsiders have the most spell-like abilities, but there are exceptions. If you give us more specifics, such as CR, role, undead/fey, etc. we can offer more specific creatures.
