Can a PC and mount both receive the charge modifiers?
More specifically, if a PC directs his mount to Charge and attack at the end of the Charge, and the PC chooses to attack (making the DC 10 Ride check for "Fight with a combat trained mount) at the end of the charge, does the PC get the normal Charge modifiers?
The reason I ask, is that a PC making a mount move means "The mount uses its action", however, in this case the PC is specifically asking the mount to take its own action. It could be interpreted that the PC is just along for the ride, and can take a standard non-Charge action at the end of the charge.

Keep in mind that if the mount charges, the rider cannot choose to take a full attack action, since there is some wording in the mounted combat section about that. Basically, he can make a move equivalent action (drawing a stored item or something similar) and then making a standard action.
Oddly, this is a case where Vital Strike might be interesting to have.

When a mount charges the rider can also choose to charge. You would both use your full-round actions to do so. Otherwise the mount can charge and the rider can choose to take a move and standard (gaining none of the modifiers for charging).
Not exactly. If the mount charges the rider must also take the AC penalty regardless of what the rider does. Also, while you can only make a single melee attack at the end of mount's charge, you only need to expend a standard action to do so. You still have a move action to do with what you please.

"If your mount charges, you also take the AC penalty associated with a charge. If you make an attack at the end of the charge, you receive the bonus gained from the charge."
