Clerics normally cannot prepare arcane spells, even if they have own a wizards spell book. How would he have access to the arcane spell?
Domain spells can be cast from the domain spell slot if they aren't on the cleric spell list, so the cleric cannot use a spell prepared in the domain spell slot multiple times.
The most similar situation I can find, is Mystic Theurge, who is able to prepare his arcane spells in his divine spell slots (and the other way around) in this way, it can only be used once, and uses a spell slot that is one level higher than the spell.
