OK here is the question:
1. If I am a caster and in a dead magic zone can I cast a ranged spell as long as the effect is outside of the dead magic zone?
2. Alternatively if I am outside the DMZ can I cast a spell into the dead magic zone?
Just wondering which way it works as the party I dm for is going into an area tonight.

A dead magic zone is just that, a dead magic zone.
If you try to cast in a dead magic zone, nothing happens (no magic). I wouldn't charge a spell for it though, you can't lose a spell you can't cast.
If you cast into a dead magic zone, the spell fizzles and doesn't work. You do lose the slot in this case.
If it's an area effect spell that starts outside the zone, it expands it's normal range, but not into the zone. The area of effect stops at the edge of the zone.
A summoned creature that tries to enter the zone returns to where it came from, ending the spell early.
If a spell's line of effect must pass through a dead magic zone, it fizzles. If you can get line of effect without passing through the zone, it works.

I have also come to the conclusion that INSTANTANIOUS spells will not work either.
But, Acid Arrow would, as it is not casting time Instantanious.
