The best use of one of these is not for yourself....but on a older than young adult dragon. Imagine going up against a Ancient Wyrm dragon...being a level in which it will be a challenged and than dumping one of these down it's throats.
Than with the resulting treasure hoard you can get more next month.

Now here is a question...what effects would it have on the dragon exactly?
Heh... that's an interesting idea, and one that the GM should adjudicate as he best sees fit in his game.
The way I'd handle it would be one of these two options:
1) Make getting the dose of the sun orchid elixir the whole POINT of the adventure, not the dragon. By getting the dragon to take the elixir, it'd then age down to whatever category is more appropriate for the PCs to fight at their level.
2) I'd have the dragon grow younger in years but not in power. After all, nothing else that drinks the elixir grows less powerful—they in fact get more powerful if they shed their aging penalties to physical stats. It's a weird disconnect that dragons would be the only race to actually get weaker from a dose of the stuff.
Taking those two options, I actually think I'd go with #2 in games I run.

It is not that strange of a disconnect as dragons have always gained power with age. As they gain str, con etc with age.
This is how I would personaly rule it...
Physical stats would be effected...their size, HD, NA, Breath weapon, Str, Dex, and Con and natural attacks, etc. would be adjusted to their new age.
But their mental stats...and probaby the spellcasting ability would not be. And of course any class levels it would retain
I would also leave the CR and treasure gained as the same based on it's orginal age category...as it is a clever idea...and a challenge to get the dragon to drink it.

Ah but they do....very easy to manipulate a dragon. Just play on their egos. :)
Or if it comes to it...just get shallowed by one...take out the potion and just pour it out.
