Does a fighter's fist count as natural weapons for the point of feats, like eldritch claws and rend
No, but a monk's does:
A monk's unarmed strike is treated as both a manufactured weapon and a natural weapon for the purpose of spells and effects that enhance or improve either manufactured weapons or natural weapons.
This is one of the unique class features of the monk, so it would seem unfair to extend it to other classes.

"Unarmed fighter that's not grappling based" still leaves a lot of variation. The version above is a boxer, concentrating on punching.
If you want a more maneuver-based character, then switch Int and Wis, go with Agile Maneuvers at 3rd, +1 Int and Combat Expertise at 4th, Improved Trip at 5th, Greater Trip at 6th, Improved Disarm at 7th, +1 Dex and Improved Two-Weapon Fighting at 8th, etc.
