A touch spell, like Cure Light Wounds, can be cast and the charge held until you touch someone.
Do you need to expend a use of the Metamagic Rod `Reach` when casting or when delivering the held spell?
Situation 1: Cast Cure Light Wounds 30-feet from friendly, then move towards friendly but fall into pit (DAM ROGUE!). Next round friend comes to edge of pit. Can I use a Metamagic Rod to `Reach` the spell to him that I have held as a charge?
Situation 2: Cast Cure Lights Wounds using a use of the Metamagic Rod `Reach`, but my target is out of range - so I hold the charge. Next round my friend comes within Close range and I deliver the charge.
Sitaution 3: Cast Cure Light Wounds using a use of the Metamagic Rod `Reach`, but my target is out of range - so I hold the charge. Next round my ally comes within Close range but is already healed so I touch myself.

The rod comes into play when the spell is actually being cast. So Situation 1 could not benefit from it. Since it actually changes the range from touch to close I don't think you would have the option to hold the charge. Thus you could either cast it normal and hold it, or use the rod to make it a close spell.
